Trial schemes are already underway in more than 20,000 small towns, and half of the country's provinces and municipalities have already joined in the reform.
Experts say in the coming 20 years, at least 300 million rural people will move to live in urban areas.

Twenty-three rescue vessels have been deployed along South China's coastline for emergency use.
Since the typhoon "Imbudo" ripped into the southern part of China, four people have been killed and 16 others were injured.
Meanwhile, five more rescue vessels are also stationed as back-up and various preventative measures are being taken to ensure marine safety in the area.

China's Chamber of Commerce for the Textile Import and Export Trade strongly opposes the US textile circle's application to set restrictions on China's textile products.
It says in a statement that cancellation of quotas and the spirit of free trade are among the basic principles of the WTO.
The statement says to re-set restrictions on goods runs contrary to the fair trade principle advocated by the WTO.
It points out that an increase of Chinese textile products on the US market is the result of normal market behavior, and that US importers, retailers and consumers have chosen them of their own free will.
The statement hopes the US government takes bilateral trade and the long-term development of textile business into consideration and won't impose restrictive measures against China's textile products.

In the first half of this year, Hong Kong's export trade volume has gained a 14 percent increase over the same period last year. By June, the region had maintained a double-digit export trade volume for ten months.
The increase is largely due to the substantial growth of switch trade in the area. The continuous growth of export trade volume indicates that the negative effects of SARS in Hong Kong is depleting.
